A nitrate-reducing electrode, and methods of making the nitrate-reducing electrode are disclosed. The nitrate reducing electrode includes catalyst particulates disposed on water permeable substrates with the use of electrodeposition, electroless deposition, electrospinning, or thermal treatment.
